  • Answers questions and handles complaints regarding employee insurance benefits including by not limited to medical, dental, and vision plans.
  • Assists plan participants in resolving benefit issues.
  • Prepares and processes benefit documentation.
  • Provides assistance in administrating the City's benefit plans including medical, dental, vision, life insurance and EAP.
  • Responds to a variety of employee inquiries regarding benefit plans and eligibility requirements.
  • Advises and communicates changes in the benefit coverage to employees and retirees.
  • Serves as a liaison between the City's third party plan administrator and employees.
  • Reviews and processes benefit enrollment applications, status changes, and COBRA continuing coverage documentation.
  • Files and reports death and/or other benefit relate claims.
  • Creates, updates, and maintains employee and retiree benefit records and files.
  • Participants and coordinates employee benefits informational meetings, open enrollment and new hire benefit meetings.
  • Audits and monitors all changes in eligibility to the City's benefits plans.
  • Prepares all stop lost payments and reimbursement request.
  • Collects and complies data from a variety of sources in the preparation of reports.
  • Enters data and maintains the City benefits systems. 


  • High School diploma or equivalent (GED). Minimum of three (3) years of health insurance benefit administration experience and customer service experience.
  • Must be able to communicate effectively with all levels of the organization and represent the department in many matter.
  • Proficient with all Microsoft Office software (Word, Excel, Access, Powerpoint).  Competent in the use of spreadsheet applications including the ability to create and format a spreadsheet and use formulas.
  • Valid Texas Driver's License


  • Must have 2 - 3 years of experience as the primary person responsible ofr thier Employer's Health Insurance Program.

Preferred: Bilingual (English/Spanish).
