Duties: Perform the day-to-day administrative activities and duties for the CDBG, HOME and ESG Programs. Implement program policies and procedures and/or revise policies, procedures and monitoring instruments as necessary to remain in program compliance. Assist with development and maintenance of appropriate documentation, policies and procedures as required by federal regulation regarding other programs administered by the Community Development Department. Create, track and monitor contractor/ developer/ sub-recipient data to evaluate program compliance and timeliness. Review and confirm all incoming requests for payment/reimbursement, in coordination with the Community Development Accountant. Review record retention requirements and development of client file procedures. Prepare technical assistance materials. Attend and participate in various Community Development organization meetings, committees and workgroups. Prepare and assist with execution of contracts and agreements with contractors, developers and sub-recipients. Analyze quarterly contractor/developer/sub-recipient reports for identification of opportunities and circumstances to be brought to the Administrator's attention. Develop ongoing communication tools to educate and update sub-recipients and participants on a regular basis. Assist with various levels of the Environmental Review Process. Assist with preparation of Con-Plan, Action Plan, Substantial Amendments and CAPER. Manage and evaluate data in the Integrated Disbursement Information System (IDIS) and other HUD systems. Assist with development and maintenance of appropriate documentation, policies and procedures as required by federal regulations regarding other programs administered by Community Development. Assist in preparation of annual, quarterly, monthly, and/or year ending management or financial reports. Assist HUD staff and City auditors in performing management reviews, single audit requirements and follow-ups as necessary. Must be able to provide information on all programs administered by the Community Development Department to assist the public with any information necessary. Must be able to clearly write and present meaningful reports and graphs representing complex data and make public presentations. Will assist in the collection of civil penalties, abatement costs, administrative and inspections fees assessed by administrative citations, administrative hearings, judicial orders and other appropriate activities of the Community Development Division. Other duties as assigned by the Community Development Administrator or Planning Director.

Qualifications: Bachelor's Degree in business, public policy/administration, city planning, social sciences or other related field. A candidate with an equivalent combination of education and experience may be considered. Two (2) years working experience in community development and/or housing rehabilitation. Knowledge and experience with CDBG, HOME and ESG Program eligibility requirements, policies, and regulations.   Proficient in MS Word, Excel, and HUD's Integrated Disbursement and Information System (IDIS). Valid Texas Driver's License. Preferred: Bilingual (English/Spanish).
