Duties: Administer CDBG, HOME and ESG Program activities and staff to ensure compliance, accuracy, efficient work flow and completeness of work. Monitor staff responsible for data entry reports to confirm maintenance of all program data as required by HUD, and sustain high reporting ratings by HUD. Oversee the creation and approval processes for requisitions, purchase orders, or P-card transactions.  Review and approve all incoming Payment/Reimbursement Requests. Cultivate positive public relations for HUD federally funded projects and endeavors within the Pasadena community and region. Market and promote available federal funding resources for eligible programs/projects. Actively communicate with applicants, sub-recipient organizations, citizens, City Departments, Planning Director, HUD, and other community development agencies. Develop, plan, and organize yearly HUD allocation budgets for presentation to the Planning Director, Community Development Advisory Board members, and elected officials as necessary. Direct scheduling and preparation of the Annual Action Plan, CAPER and Consolidated Plan processes, Community Development Advisory Board Meetings, Environmental Reviews, general meetings, hearings, and trainings. Manage contractors responsible for plan development, program management and compliance with federal funding requirements. Maintain User IDs for all required HUD electronic programs or any other web-based or local database necessary for the operation of the Community Development Program. Maintain knowledge of HUD regulations and policies, changes in programs, and new programs; provide clarification and direction to all subordinate staff as necessary regarding program rules, personnel issues or office policies. Provide direction and assign responsibilities to staff in the development and maintenance of appropriate documentation, policies, and procedures are required by federal regulations regarding CDBG, HOME and ESG. Review and make recommendations to staff in preparation of annual, quarterly, monthly, and year-end management and financial reports. Direct staff and work with city auditors in performing management reviews, single audit requirements and follow-up as needed. Must be able to perform all duties as required for the overall direction, management and administration of the Community Development Program. Performs other duties as assigned by the Mayor and/or the Director of Planning.

 

Qualifications: Bachelor's Degree in business, public policy/administration, city planning, social sciences or other related field. Seven (7) years administrative and supervisory experience in community development and housing rehabilitation. Knowledge and experience with CDBG, HOME and ESG Program eligibility requirements, policies, and regulations. Proficiency in MS Word, Excel, and HUD's Integrated Disbursement and Information System (IDIS). Valid Texas Driver's License. Preferred: Bilingual (English/Spanish).
