Duties: The Project Manager is responsible for administration, project management, demolition and construction for the City of Pasadena's Housing Rehabilitation Program. This position performs specialized office and field work involving planning, implementing, and coordinating housing rehabilitation activities for the Home Investment Partnerships Program (HOME), which involves regular (single-family, owner-occupied) rehabilitation and reconstruction projects. This position utilizes human relations skills for working with homeowners and contractors, as well as administrative skills for complying with federal, state and local regulatory requirements and preparing related reports, forms and documents, including those required by Housing and Urban Development (HUD) and the Department of Labor (DOL). This is a federally-funded position through the U.S. Department of Housing and Urban Development (HUD). All administrative, program and project delivery-related expenses are also paid through funds received from HUD.

  • Coordinate with Community Development staff in the management of the HOME Rehabilitation Program.
  • Establish and maintain project files to ensure compliance with HUD requirements and City regulations.
  • Prepare written documents such as: agreements, contract amendments and/or terminations, work write-ups, change orders, environmental reports, permit applications, and correspondence with clearly organized thoughts in order to communicate with contractors and homeowners; obtain cooperation and involvement of other City departments.
  • Responsible for conducting/overseeing initial home inspections to determine if homes are eligible for construction or rehabilitation; also performs field inspections, retain services of licensed lead inspector to perform lead abatement/remediation inspections, and inspections for assigned projects under construction to ensure conformity with approved plans, specifications and completion in time and within the budget.
  • Prepare and conduct work write-ups, specifications, and cost estimates for renovation or reconstruction of single-family residential homes.
  • Review contractors performance through field inspections for compliance with standard operating procedures (SOPs), federal regulations (i.e., HUD, DOL, OSHA and the Davis-Bacon Act), state and city regulations, and industry standards
  • Provide assistance to home owner with selection of floor plan appropriate for the lot size and configuration for reconstruction, compliance with ADA requirements, understanding of existing site conditions, demolition of existing home, and close monitoring of the construction activities from start to completion.
  • Evaluate payment applications and approves payments.
  • Respond to RFIs, and prepare change orders as needed.
  • Conduct formal bidding procedures and work closely with contractors and homeowners to assure proper coordination and efficiency during rehabilitation/reconstruction process.
  • Review complaints and prioritize issues; log in and track complaints on computer.
  • Maintain current knowledge of HUD rules and requirements to ensure program compliance.
  • May be required to attend trainings and/or seminars, and meetings at times.
  • Responsible for other duties as assigned.


  • Bachelor's Degree in Civil Engineering or Construction Management with at least three (3) years in HUD-related Affordable Housing Programs, inspections and construction management or equivalent of five or more years' similar experience in lieu of a bachelors
  • Proficiency in MS Word and Excel.
  • Valid Class C Texas driver's license.


  • Bilingual experience in a construction/inspections environment.
  • Experience with inspections related to HUD-funded programs.
  • HQS (Housing Quality Standards) Certified.
